West Virginia charges a real estate transfer excise tax when title transfers. The first county excise tax is $1.10 for each $500 or fraction of value, and an additional county excise tax starts at 55¢ per $500. A county commission may raise that additional county tax to as much as $1.65 per $500. At the base rates, the combined tax is $1.65 per $500 ($330 on $100,000); at the maximum county rate, it is $2.75 per $500 ($550 on $100,000). The value includes liens the buyer takes over.
The county clerk also collects a $20 Affordable Housing Fund fee before recording. West Virginia law assigns the transfer tax to the seller unless the buyer accepts the deed without the tax paid.
