The applicable additional rate for a Raleigh County transfer should be confirmed in the closing figures, not assumed to be the statewide maximum. Taxable value can include liens the buyer takes over.
The county clerk also collects a $20 Affordable Housing Fund fee before recording. The amount that applies to a particular transfer belongs in that sale's closing figures.
