Pennsylvania law says legal title to a deceased person's real estate passes at death to heirs or people named in the will. That rule is subject to authority the law or will gives to the person appointed to handle the estate and to any court orders (20 Pa.C.S. § 301(b)).

“Letters testamentary” or “letters of administration” are the papers from the county Register of Wills that show who can sign for the estate. For a decedent domiciled in Pennsylvania, letters ordinarily come from the register in the county of the decedent's last family or principal residence, not automatically the county where the house sits (20 Pa.C.S. § 3151).
