Start with the property address

Huntington can mean two counties and a separate City boundary

Huntington is the county seat of Cabell County and extends into Wayne County. The county for a particular parcel and whether it is inside City limits are separate questions; a mailing address alone does not answer either one. Use the City Boundary Lookup and confirm the county with the appropriate office before relying on a record or charge.

Local offices and records

Which Huntington-area office handles what?

Assessment, deed records, probate, City transfer charges, and a court judgment are different tasks. Start with the office that matches the question, and use the actual property address and notice when you call.

Cabell County Assessor

Cabell County · real-estate assessment and mapping

Use the Real Estate Property office for assessment questions and Mapping for map inquiries. An assessment or map question is different from a deed-record, court-case, or current tax-balance question.

Real Estate Property: 304-526-9899 · Mapping: 304-526-8402 · 750 Fifth Avenue, Huntington, WV 25701.

Wayne County Assessor

Wayne County · real-estate assessment, mapping, and land-book inquiries

Use the Real Estate office for assessment and land-book questions. The Assessor is a different contact from the County Clerk for deeds and county records.

Real Estate: 304-272-6349 · Real Estate Office, 620 Hendricks Street, Wayne, WV 25570.

Wayne County Clerk

Wayne County · deeds and related county-document inquiries

Use the County Clerk for deed and related county-record questions. The Clerk says probate operates by appointment, so call before making a trip.

304-272-6362 · 700 Hendricks Street, Wayne, WV 25570 · Mailing address: P.O. Box 248.

City of Huntington Planning & Zoning

City of Huntington · boundary lookup, zoning, GIS, and floodplain information

Use the City page to find its City Boundary Lookup and check whether a property is inside city limits. A Huntington mailing address does not establish City jurisdiction or which county contains a particular parcel.

City of Huntington Finance–Revenue: property-transfer charges

City of Huntington only · City fees, taxes, and charges tied to transfer

For a property inside City limits, use the City’s property-transfer page for outstanding City fees, taxes, and charges. The City says these should be addressed before transfer or may be collected at the sale.

The City’s Request for City Fees–Closing Form is due to Finance–Revenue 24 hours before the scheduled closing. The page does not establish the balance for a specific property.

Local rules to check

What to confirm before a sale

Start with the City’s transfer process if the property is inside Huntington limits, then have the title company confirm the transfer-tax figures for the parcel’s actual county.

Check City charges before a Huntington property transfers

If the property is inside Huntington city limits, the City says outstanding City fees, taxes, and charges should be addressed before transfer or may be collected at the sale. Its Request for City Fees–Closing Form is due to Finance–Revenue 24 hours before the scheduled closing. Check the address with the City Boundary Lookup first; a mailing address alone does not establish that the property is inside City limits.

This City process is separate from county assessment, deed records, court matters, and a property-specific title review. Use the City transfer page for the next step on City charges; use the current bill or notice to identify the office for a county tax balance.

West Virginia transfer excise tax depends on the property’s county

West Virginia charges an excise tax when real-estate title transfers. The first county excise tax is $1.10 per $500 of value. An additional county excise tax starts at 55 cents per $500, and the county commission may raise that additional rate to as much as $1.65 per $500. Each $500 or fraction counts, and value includes liens the buyer takes over. The County Clerk also collects a $20 Affordable Housing Fund fee before recording. State law generally makes the seller responsible for the excise tax unless the buyer accepts the deed without it being paid.

Huntington extends into Cabell and Wayne counties, and the applicable county rate can differ. Ask the title company to confirm the rate and figures for the actual parcel. When you sell to us, we pay the closing costs, including the West Virginia real estate transfer excise tax and the additional county excise tax. Your mortgage balance, liens, back taxes, and share of current property taxes remain separate.

Huntington seller resource questions

Which assessor handles a Huntington property?

Huntington is in Cabell County and extends into Wayne County. Use the assessor for the county where the parcel is located: Cabell County Assessor Real Estate Property at 304-526-9899, or Wayne County Assessor Real Estate at 304-272-6349. Use the City Boundary Lookup and county contacts to verify the actual address; a mailing address does not settle jurisdiction.

Where do I check a deed, probate file, or recorded lien?

For a Cabell County property, call the County Clerk Record Room at 304-526-9820 about deeds, liens, and other county records; call Probate at 304-526-8627 for probate routing. For a Wayne County property, call the Wayne County Clerk at 304-272-6362 about deeds and related records. Wayne County says probate operates by appointment. A recorded document is not confirmation of a current payoff or tax balance.

Who can check unpaid City charges before a Huntington closing?

For a property inside Huntington city limits, use the City’s property-transfer page for outstanding City fees, taxes, and charges. The City says its Request for City Fees–Closing Form is due to Finance–Revenue 24 hours before the scheduled closing. For a county tax balance, use the current bill or notice to identify the responsible office; an assessor contact is for assessment or mapping questions, not a verified account balance.

How is West Virginia’s real-estate transfer excise tax calculated?

The first county excise tax is $1.10 per $500 of value. An additional county excise tax starts at 55 cents per $500 and may be raised by the county commission to as much as $1.65 per $500. Each $500 or fraction counts, and value includes liens the buyer takes over. Ask the title company to confirm the rate for the property’s county; the West Virginia statutes are linked above.

When you buy my house, do you pay the transfer taxes and my other balances?

When you sell to us, we pay the closing costs, including the West Virginia real estate transfer excise tax and the additional county excise tax. Your mortgage balance, liens, back taxes, and share of current property taxes remain separate.

Where should I start with a court judgment?

Use the court and case information on the notice or judgment to ask about the court record. A County Clerk’s deed or lien record, an Assessor’s valuation record, and a City fee inquiry answer different questions. If the judgment may affect a sale, have the actual document reviewed with the title company or your attorney.
