Planning tool

Just an estimate — the actual number could be more or less depending on the home's condition.
Newport places and housing
Newport's housing plan describes compact neighborhoods and small lots. If access or outside work affects your listing plans in these areas, tell us what you are weighing and we can compare an as-is sale.
The City names these as Newport local areas. Its housing plan describes two- and three-family homes and multifamily buildings across the city; tell us how many units your property has and who lives there.
Newport identifies these as separate areas. If a home has more than one unit or a tenant, let us know how it is occupied so we can discuss the sale around the house you own.
The City's housing chapter describes residential uses and parks in the Fifth Ward. If you are deciding what work to take on before listing, we can review the home as it stands.
Newport's housing plan includes seasonal and second-home use. If your house is vacant between visits or rented for part of the year, tell us how it is used so we can review occupancy along with condition.

Property details
Newport requires rentals of 30 days or less to register as a Transient Guest Facility. The City reviews applications through Zoning, Building, Collections and Fire, may require a property-use or fire-safety inspection, and requires registration, fee payment and a certificate before approval to rent. If you're selling a short-term rental, we can review its current use and registration with you.
Newport has a Housing Inspections office for housing inspections and rental-dwelling registration. We can review a rental house with you, including its occupancy and condition.
Newport's Office of Land Evidence records deeds and other land documents for Newport properties. In Rhode Island, property records are handled by the city or town where the property sits, not by a county office. Middletown, Portsmouth and Jamestown are separate Newport County municipalities. Not sure which office handles your house? Call us — we'll sort it out with you.
Newport describes an annual Tax Lien Sale for delinquent real-property taxes, generally held in August. That is a city property-tax process, separate from a mortgage foreclosure. The City's Tax Billing and Collections office has information about tax bills and collections.
Ownership and occupancy
The probate court appoints an executor named in the will, or an administrator when there is no will. The court's letters show that person's authority. If the will gives the executor a power of sale, the executor can usually sell under it. Without a power of sale, the executor or administrator asks the probate court for a license to sell; the court can allow a private sale and set a minimum price. If the will leaves the house to a specific person, that person must agree in writing.
We review the estate papers with you and the title company. If you need an estate attorney, we can help you find one.
Rhode Island law also places an estate tax lien on the decedent's real property; the estate may need a discharge before closing. Read R.I. Gen. Laws § 33-19-3, § 33-19-9 and § 33-12-6. See also § 44-23-12 on the estate tax lien.
You don't always need to evict to sell to us. We buy houses with tenants in place — we've done it many times, including cash-for-keys when that works better for everyone.
A sale does not end the lease; the buyer takes over as landlord subject to it. Each tenant must receive written notice after the sale with the buyer's name, address and phone number. That notice must certify that Rhode Island's rule for selling a house with open housing-code violations was followed.
If you've received a housing-code notice or order, Rhode Island lets you sell before fixing the work only if you give the buyer a true copy of every notice or order and tell the code officer in writing about the planned sale, with the buyer's name and address, before transfer. Deliver that notice by hand and get a receipt, or send it by registered or certified mail.
R.I. Gen. Laws § 34-18-23: tenant notice after a sale; § 45-24.3-17: selling a house with a code notice or order
If a foreclosure sale is scheduled
Rhode Island lenders can foreclose through a court case or use a power-of-sale clause in the mortgage. For a covered first mortgage on an owner-occupied home with one to four units, the lender normally must take part in a free mediation conference through a Rhode Island HUD-approved housing counseling agency before a power-of-sale foreclosure. Reverse mortgages, defaults on or before May 16, 2013, and other statutory exceptions are excluded; the conference must be scheduled within 60 days after notice is mailed.
Before the sale is advertised, the lender must mail the owner a notice by certified mail. For a typical homeowner loan, that is at least 30 days before the first newspaper notice. The sale notice then runs once a week for three weeks, starting at least 21 days before the public auction. Once a statutory power-of-sale auction is complete, the owner loses the right to buy the house back.
A sale may still be possible if it closes before the foreclosure sale. If a foreclosure sale is scheduled, tell us the date right away so we can try to close before it.

Rhode Island closing costs
Rhode Island charges a real estate conveyance tax when the deed is recorded. Since October 1, 2025, the rate is $3.75 for each $500 of the price, or any part of $500. The price includes a mortgage or lien that stays on the property. For 2026, homes selling above $824,000 pay a second tax at the same rate on the amount above that threshold; the threshold is adjusted for inflation each year. State law assigns the tax to the seller unless the parties agree otherwise.
Read the state law on the tax and who pays it, exemptions, and Rhode Island Division of Taxation guidance on the rate effective October 1, 2025 and 2026 threshold.
Mortgage payoffs, liens, back taxes and your share of current property taxes are separate settlement amounts. We review the property and payoff details with you and the title company.
When you sell to us, we pay the closing costs, including Rhode Island's real estate conveyance tax.
