Who can sign for the estate?

The personal representative is the person the court authorizes to act for the estate. If there is a will, the court issues letters testamentary to the executor; without a will, it issues letters of administration to an administrator. That person must qualify before signing for the estate. Being a relative or being named in a will is not enough by itself.
