Useful City offices

Start with the office that keeps the record you need

Property assessments, tax balances, deeds, and court judgments are different records. Use the property address, account number, or case papers when contacting an office. A deed search will not answer an assessed-value question, and a tax bill will not show whether a court judgment applies to a property.

Virginia Beach Real Estate Assessor

City of Virginia Beach · assessed values and assessment records

Contact the Assessor for a property assessment or assessed-value question. Assessment records are different from a tax balance, recorded deed, or court judgment.

Virginia Beach City Treasurer

Virginia Beach Circuit Court Clerk’s Office — Land Records

City of Virginia Beach · recorded deeds, plats, and Circuit Court records

For a recorded deed, plat, or other land record, use the Clerk’s land-record service. A court judgment is a court record, not an assessment or deed search: check which court is named on the case papers. If they name Virginia Beach Circuit Court, contact this Clerk’s Office; for another court, use the clerk named on those papers.

A Virginia selling-cost rule

Check grantor tax, regional fees, and recordation taxes

Virginia’s grantor tax is 50 cents for each $500, or fraction of $500, of the greater of the sale price or value. Virginia Beach is among the Hampton Roads cities with a regional transportation improvement fee. Separate state and, where adopted, local recordation taxes can also apply. Exemptions, a transfer with little or no consideration, and the sale contract can change the amount or who pays; ask the settlement agent to confirm the figures for your transaction.

When you sell to us, we pay the closing costs, including Virginia state and local recordation taxes, grantor tax and any applicable regional WMATA capital fee, regional congestion relief fee or regional transportation improvement fee.

This does not pay your mortgage, liens, back taxes, or your share of current property taxes. For a current real-estate tax bill or delinquency, contact the City Treasurer; the sale-cost rules do not tell you the balance on a particular account.

Virginia Beach seller resource questions

Which Virginia Beach office handles my property’s assessed value?

Contact the Virginia Beach Real Estate Assessor at 757-385-4601 for an assessment or assessed-value question. The City Treasurer handles real-estate tax bills and collection questions; those are separate records.

Where do I check an unpaid Virginia Beach real-estate tax bill?

Contact the City Treasurer. Call Real Estate at 757-385-8258 about the real-estate tax account, or Delinquent Collections at 757-385-8951 about a delinquency. The Treasurer’s official contact page is linked above; the Assessor handles assessed values, not tax collections.

Where do I look for a deed or a court judgment?

Use the Virginia Beach Circuit Court Clerk’s land-record service for a recorded deed or plat. A court judgment belongs to a court case, so check the court named on the case papers and contact that court’s clerk. If the papers name Virginia Beach Circuit Court, call the Clerk’s Office at 757-385-4181; a different court may keep a separate case record.

Who handles probate questions for a Virginia Beach house?

The Virginia Beach Circuit Court Clerk’s Probate Division is the local probate contact. Call 757-385-8831; the City says probate appointments are required. The estate’s actual records and papers determine who can act for a particular property.

Is Virginia Beach in a county?

No. Virginia Beach is an independent city, not part of a county. The local offices listed here are City offices, rather than county offices.

What deed taxes and fees can apply when I sell in Virginia Beach?

Virginia’s grantor tax is generally 50 cents for each $500, or fraction of $500, of the greater of the sale price or value. Virginia Beach also has a regional transportation improvement fee; separate Virginia state and, where adopted, local recordation taxes may apply. Exemptions, the transaction, and the contract can affect the amount or who pays, so ask the settlement agent to confirm the figures.
